NAHRO, with Other Industry Groups, Sends Letter to Appropriators on EHVs, CoCs, and HCVs

December 11, 2025 – Last week, NAHRO along with the Council of Large Public Housing Authorities (CLPHA), the Public Housing Authorities Directors Association (PHADA), the Moving to Work (MTW) Collaborative, and other housing provider groups and interested stakeholders sent a letter to congressional appropriators. The letter urged that the following steps be taken for fiscal year 2026:
- Fully fund Housing Choice Voucher (HCV) renewals;
- Increase HCV Housing Assistance Payment (HAP) Set-Aside Funding from $200 million to $400 million;
- Provide sufficient funding to transition remaining Emergency Housing Voucher (EHV) households to other voucher programs;
- Allow Tenant Protection Vouchers (TPVs) to be used for EHV households;
- Protect Continuum of Care (CoC) funding; and
- Require HUD to renew all existing CoC grants expiring during calendar year 2026 for one 12-month period.
