HUD Updates HCV Guidebook in 2025

December 10, 2025 – Earlier this year, HUD updated three chapters of the Housing Choice Voucher (HCV) Guidebook. The updated chapters are titled “Housing Search and Leasing,” “Payment Standards,” and “Fair Housing and Nondiscrimination Requirements.” The former two chapters were updated in June, while the latter chapter was updated in April.

The updates for the chapters updated in June generally revise the guidebook to incorporate certain changes–among those are changes made by the implementation of the Housing Opportunity Through Modernization Act of 2016 (HOTMA)–which include changes impacting briefings, fair market rents, payment standards, and certain other changes. The updates to the fair housing chapter include removal of information related to discrimination based on sex and removal of references to the now-defunct Equal Access Rule.
