Congress Introduces HOME Reform Act of 2025

November 4, 2025 — On October 31, Housing & Insurance Subcommittee Chairman Mike Flood (R-NE) and Ranking Member Emanuel Cleaver (D-MO) introduced H.R.5878, the “HOME Reform Act of 2025.” This legislation would make significant improvements to the HOME Investment Partnerships Program (HOME).
The bill is a bipartisan effort to boost the development of affordable housing supply. It streamlines requirements that at times act as barriers to affordable housing and it creates more housing opportunities for Americans nationwide.
NAHRO fully endorses H.R.5878 along with several other national organizations. In July, NAHRO’s Director of Policy and Legislative Affairs, Eric Oberdorfer, gave testimony at a hearing entitled, “HOME 2.0: Modern Solutions to the Housing Shortage.”
